This podcast seems to be getting a lot of attention quickly. I think people who have seen these things I describe know it is real and can see it in hindsight.
I think it comes from taxpayers, not states. And I'd support some combo of sandbox and/or grants to states that petition for funds based on new models or results-oriented teaching. Lots of different ways to skin a cat if you make both sides accountable for results and run it like a business.
We don't need a replacement for the DOE. Federal meddling in schools has destroyed them, allowing the new and improved version to top-down meddle will eventually devolve into the current iteration of the DOE.
That's a real risk, and requires adequate safeguards be built in. Maybe sunset it after 4 years. In the interim though, our entire educational system is crumbling (and/or being used to fight last century's war). I like a sandbox and incubator approach where schools can get grants or latest tech/studies and implement/experiment. All for a fraction of the budget and staff that currently exists (and specifically built to be pragmatic over political).

I think individual states can create what you're looking for. Doesn't the money come from those states in the first place?
